And he had power to give life unto the image of the beast, that the image of the beast should both speak and cause to be killed as many as would not worship the image of the beast.

The second beast was given power to give life to the idol of the first beast. Then the idol could speak and order all those who did not worship it to be killed.
The second wild animal received power to give life to the image of the first wild animal. As a result, the image could speak. It said, ‘Anyone who refuses to worship me must die!’
This beast was also given the ability to give breath to the image of the beast, so that the image of the beast spoke and caused whoever did not worship the image of the beast to be killed.
And it was allowed to give breath to the image of the beast, so that the image of the beast might even speak and might cause those who would not worship the image of the beast to be slain.

It performs great signs: before men’s eyes it makes fire fall down from heaven to earth. It deceives the inhabitants of the earth by the signs which it is allowed to perform in the presence of the animal, and it tells them to make a statue in honour of the animal which received the sword-thrust and yet survived. Further, it was allowed to give the breath of life to the statue of the animal so that the statue could speak and condemn to death all those who do not worship its statue.
And it was given unto him to endue the image of the beast with spirit, so that the image of the beast should speak, and he shall cause those that do not worship the image of the beast to be killed.

He was permitted to give breath to this statue and even make it speak! Then the statue ordered that anyone refusing to worship it must die!
This second Beast worked magical signs, dazzling people by making fire come down from Heaven. It used the magic it got from the Beast to dupe earth dwellers, getting them to make an image of the Beast that received the deathblow and lived. It was able to animate the image of the Beast so that it talked, and then arrange that anyone not worshiping the Beast would be killed. It forced all people, small and great, rich and poor, free and slave, to have a mark on the right hand or forehead. Without the mark of the name of the Beast or the number of its name, it was impossible to buy or sell anything.

[DANIEL 3:3, 6]

It was given power to make the idol of the beast live. The idol of the beast could speak and command all those who would not worship the idol to be killed.
And it was given to him, that he should give [a] spirit to the image of the beast, and that the image of the beast speak. And he shall make, that whoever honour not the image of the beast [that whoever shall not honour the image of the beast], be slain.
and there was given to it to give a spirit to the image of the beast, that also the image of the beast may speak, and [that] it may cause as many as shall not bow before the image of the beast, that they may be killed.
