9 我在基督里说真话,不是在说谎;我的良心藉着圣灵与我一同作证: 2 我极其忧伤,心里时常苦痛。 3 为了我的同胞[a],我的骨肉之亲,就算我自己被诅咒、与基督分离,我也愿意。 4 他们是以色列人:儿子的名份、荣耀、诸约、所赐的律法、礼仪、各样应许,都是他们的; 5 祖先也是他们的;照着肉身说,基督也是出自他们的——他是那在万有之上当受颂赞的神,直到永远!阿们。
神拣选以色列人
6 但这并不是说神的话语[b]落了空,因为由以色列所生的,并不都是以色列人; 7 也不因为是亚伯拉罕的后裔,就都是他的儿女;只有“从以撒生的,才会被称为你的后裔。”[c] 8 这就是说,肉身的儿女并不是神的儿女,只有应许的儿女才算是后裔。 9 原来所应许的话是这样的:“到明年[d]这时候我要来,撒拉会生一个儿子。”[e] 10 不仅如此,丽贝卡也是这样。她由一个人,就是由我们的先祖以撒怀了孕。 11 实际上,双子[f]还没有出生,也没有行善或作恶以前——为了要显明神的拣选心意不是本于人的行为,而是出于召唤人的那一位—— 12 神[g]就对丽贝卡说:“大的将要服事小的。”[h] 13 正如经上所记:“我爱雅各,却恨以扫。”[i]
神公义的拣选
14 那么,我们要怎么说呢?难道神不公义吗?绝对不是! 15 因为神对摩西说:
“我要怜悯谁,就怜悯谁;
我要同情谁,就同情谁。”[j]
16 由此可见,这不在于人的意愿,也不在于人的努力[k],而在于施怜悯的神。 17 原来经上有话对法老说:
“我兴起你,正是为此:
好让我藉着你来显出我的大能,
使我的名传遍天下。”[l]
18 这样看来,神要怜悯谁,就怜悯谁;要使谁顽固,就使谁顽固。
19 那么,你会对我说:“既然如此,神为什么还要指责人呢?到底谁能抵挡他的旨意呢?” 20 哦,人哪!你到底是谁,竟然向神顶嘴呢?被造的难道可以对造它的说:“你为什么把我造成这样呢?” 21 难道陶匠没有权柄从同一团泥中,既造出贵重的器皿,又造出卑贱的器皿吗? 22 但如果神想要显出他的震怒,显明他的能力,就以极大的耐心容忍那些承受震怒的器皿,就是他早已预备要归于灭亡[m]的器皿,那又怎么样呢? 23 再者,如果这是为要将他那荣耀的丰盛显明在这些得蒙怜悯的器皿,就是他早已预备要归于荣耀的器皿上,那又怎么样呢? 24 这些器皿就是我们这些蒙召的人:不仅是从犹太人中,也是从外邦人中蒙召的人。 25 正如神在何西阿书上也说:
27 以赛亚论到以色列人,呼喊说:
“以色列子民的人数虽然多如海沙,
将要得救的却是剩余的少数。
28 主就是要在地上
彻底、迅速地成就他的话。”[p]
29 又如以赛亚预先说过:
“要不是万军之主给我们留下后裔,
我们早就变得像所多玛、格摩拉那样了。”[q]
以色列人的不信
30 那么,我们要怎么说呢?那原来没有追求义的外邦人,却得到了义,就是因信而得的义; 31 而以色列人追求律法的义,却没有达到律法的义[r]。 32 这是为什么呢?因为他们不是本于信,倒像是本于[s]行为去追求的,所以他们就绊倒在那“绊脚的石头”上。 33 正如经上所记:
“看哪,我在锡安放一块绊脚的石头,
是使人绊倒的磐石;
可是信靠他的人将不至于蒙羞。”[t]

9 I say the truth in Christ, I lie not, my conscience also bearing me witness in the Holy Ghost,
2 That I have great heaviness and continual sorrow in my heart.
3 For I could wish that myself were accursed from Christ for my brethren, my kinsmen according to the flesh:
4 Who are Israelites; to whom pertaineth the adoption, and the glory, and the covenants, and the giving of the law, and the service of God, and the promises;
5 Whose are the fathers, and of whom as concerning the flesh Christ came, who is over all, God blessed for ever. Amen.
6 Not as though the word of God hath taken none effect. For they are not all Israel, which are of Israel:
7 Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called.
8 That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.
9 For this is the word of promise, At this time will I come, and Sarah shall have a son.
10 And not only this; but when Rebecca also had conceived by one, even by our father Isaac;
11 (For the children being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth;)
12 It was said unto her, The elder shall serve the younger.
13 As it is written, Jacob have I loved, but Esau have I hated.
14 What shall we say then? Is there unrighteousness with God? God forbid.
15 For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.
16 So then it is not of him that willeth, nor of him that runneth, but of God that sheweth mercy.
17 For the scripture saith unto Pharaoh, Even for this same purpose have I raised thee up, that I might shew my power in thee, and that my name might be declared throughout all the earth.
18 Therefore hath he mercy on whom he will have mercy, and whom he will he hardeneth.
19 Thou wilt say then unto me, Why doth he yet find fault? For who hath resisted his will?
20 Nay but, O man, who art thou that repliest against God? Shall the thing formed say to him that formed it, Why hast thou made me thus?
21 Hath not the potter power over the clay, of the same lump to make one vessel unto honour, and another unto dishonour?
22 What if God, willing to shew his wrath, and to make his power known, endured with much longsuffering the vessels of wrath fitted to destruction:
23 And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory,
24 Even us, whom he hath called, not of the Jews only, but also of the Gentiles?
25 As he saith also in Osee, I will call them my people, which were not my people; and her beloved, which was not beloved.
26 And it shall come to pass, that in the place where it was said unto them, Ye are not my people; there shall they be called the children of the living God.
27 Esaias also crieth concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:
28 For he will finish the work, and cut it short in righteousness: because a short work will the Lord make upon the earth.
29 And as Esaias said before, Except the Lord of Sabaoth had left us a seed, we had been as Sodoma, and been made like unto Gomorrha.
30 What shall we say then? That the Gentiles, which followed not after righteousness, have attained to righteousness, even the righteousness which is of faith.
31 But Israel, which followed after the law of righteousness, hath not attained to the law of righteousness.
32 Wherefore? Because they sought it not by faith, but as it were by the works of the law. For they stumbled at that stumblingstone;
33 As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on him shall not be ashamed.

Israel’s Rejection of Christ
9 I (A)tell the truth in Christ, I am not lying, my conscience also bearing me witness in the Holy Spirit, 2 (B)that I have great sorrow and continual grief in my heart. 3 For (C)I could wish that I myself were accursed from Christ for my brethren, my [a]countrymen according to the flesh, 4 who are Israelites, (D)to whom pertain the adoption, (E)the glory, (F)the covenants, (G)the giving of the law, (H)the service of God, and (I)the promises; 5 (J)of whom are the fathers and from (K)whom, according to the flesh, Christ came, (L)who is over all, the eternally blessed God. Amen.
Israel’s Rejection and God’s Purpose(M)
6 (N)But it is not that the word of God has taken no effect. For (O)they are not all Israel who are of Israel, 7 (P)nor are they all children because they are the seed of Abraham; but, (Q)“In Isaac your seed shall be called.” 8 That is, those who are the children of the flesh, these are not the children of God; but (R)the children of the promise are counted as the seed. 9 For this is the word of promise: (S)“At this time I will come and Sarah shall have a son.”
10 And not only this, but when (T)Rebecca also had conceived by one man, even by our father Isaac 11 (for the children not yet being born, nor having done any good or evil, that the purpose of God according to election might stand, not of works but of (U)Him who calls), 12 it was said to her, (V)“The older shall serve the younger.” 13 As it is written, (W)“Jacob I have loved, but Esau I have hated.”
Israel’s Rejection and God’s Justice
14 What shall we say then? (X)Is there unrighteousness with God? Certainly not! 15 For He says to Moses, (Y)“I will have mercy on whomever I will have mercy, and I will have compassion on whomever I will have compassion.” 16 So then it is not of him who wills, nor of him who runs, but of God who shows mercy. 17 For (Z)the Scripture says to the Pharaoh, (AA)“For this very purpose I have raised you up, that I may show My power in you, and that My name may be declared in all the earth.” 18 Therefore He has mercy on whom He wills, and whom He wills He (AB)hardens.
19 You will say to me then, “Why does He still find fault? For (AC)who has resisted His will?” 20 But indeed, O man, who are you to reply against God? (AD)Will the thing formed say to him who formed it, “Why have you made me like this?” 21 Does not the (AE)potter have power over the clay, from the same lump to make (AF)one vessel for honor and another for dishonor?

Present Condition of Israel
30 What shall we say then? (AT)That Gentiles, who did not pursue righteousness, have attained to righteousness, (AU)even the righteousness of faith; 31 but Israel, (AV)pursuing the law of righteousness, (AW)has not attained to the law [d]of righteousness. 32 Why? Because they did not seek it by faith, but as it were, [e]by the works of the law. For (AX)they stumbled at that stumbling stone. 33 As it is written:
(AY)“Behold, I lay in Zion a stumbling stone and rock of offense,
And (AZ)whoever believes on Him will not be put to shame.”

God's Sovereign Choice
9 (A)I am speaking the truth in Christ—I am not lying; my conscience bears me witness in the Holy Spirit— 2 that I have great sorrow and unceasing anguish in my heart. 3 For (B)I could wish that I myself were (C)accursed and cut off from Christ for the sake of my brothers,[a] my kinsmen (D)according to the flesh. 4 They are (E)Israelites, and to them belong (F)the adoption, (G)the glory, (H)the covenants, (I)the giving of the law, (J)the worship, and (K)the promises. 5 To them belong (L)the patriarchs, and from their race, according to the flesh, is the Christ, (M)who is God over all, (N)blessed forever. Amen.
6 But it is not as though the word of God has failed. For not all who are descended from Israel belong to Israel, 7 and not all are children of Abraham (O)because they are his offspring, but (P)“Through Isaac shall your offspring be named.” 8 This means that it is not the children of the flesh who are the children of God, but (Q)the children of the promise are counted as offspring. 9 For this is what the promise said: (R)“About this time next year I will return, and Sarah shall have a son.” 10 And not only so, but (S)also when Rebekah had conceived children by one man, our forefather Isaac, 11 though they were not yet born and had done nothing either good or bad—in order that God's purpose of election might continue, not because of works but because of (T)him who calls— 12 she was told, (U)“The older will serve the younger.” 13 As it is written, (V)“Jacob I loved, but Esau I hated.”

(AR)we would have been like Sodom
and become like Gomorrah.”
Israel's Unbelief
30 What shall we say, then? (AS)That Gentiles who did not pursue righteousness have attained it, that is, (AT)a righteousness that is by faith; 31 but that Israel (AU)who pursued a law that would lead to righteousness[d] (AV)did not succeed in reaching that law. 32 Why? Because they did not pursue it by faith, but as if it were based on works. They have stumbled over the (AW)stumbling stone, 33 as it is written,
(AX)“Behold, I am laying in Zion (AY)a stone of stumbling, and a rock of offense;
(AZ)and whoever believes in him will not be (BA)put to shame.”
