^12-15 He will punish sin wherever it is found. He will punish the heathen when they sin, even though they never had God’s written laws, for down in their hearts they know right from wrong. God’s laws are written within them; their own conscience accuses them, or sometimes excuses them. And God will punish the Jews for sinning because they have his written laws but don’t obey them. They know what is right but don’t do it. After all, salvation is not given to those who know what to do, unless they do it.

²² I love to do God’s will so far as my new nature is concerned;

³ They can see that you are a letter from Christ, written by us. It is not a letter written with pen and ink, but by the Spirit of the living God; not one carved on stone, but in human hearts.

¹⁰ But this is the new agreement I will make with the people of Israel, says the Lord: I will write my laws in their minds so that they will know what I want them to do without my even telling them, and these laws will be in their hearts so that they will want to obey them, and I will be their God and they shall be my people.
