Proverbs 21:1-3

21 In the hand of the LORD, the king’s heart is as the rivers of waters. He turns it wherever it pleases him.

² Every way of a man is right in his own eyes. But the LORD ponders the hearts.

³ To do justice and judgment is more acceptable to the LORD than sacrifice.
