De steden voor de Levieten

35 In de vlakte van Moab bij de Jordaan, tegenover Jericho, zei de Heer tegen Mozes: "Zeg tegen de Israëlieten dat ze een aantal steden aan de Levieten moeten geven. Daar mogen de Levieten wonen. Ook moeten jullie de graslanden rond die steden aan de Levieten geven. Zo hebben ze steden om in te wonen en graslanden voor hun vee en voor al hun dieren. De graslanden van de steden die jullie aan de Levieten geven, moeten afgemeten worden vanaf de stadsmuur. De lengte vanaf de stadsmuur is 1000 el (450 meter). De breedte wordt 2000 el (900 meter). Dus de graslanden voor de Levieten langs de oostkant, de zuidkant, de westkant en de noordkant zijn ieder 2000 el breed en 1000 el lang, met de stad in het midden.

Zes van de steden die jullie aan de Levieten geven, moeten vrijsteden zijn. Als iemand per ongeluk iemand gedood heeft, kan hij naar een vrijstad vluchten. Daar zal hij veilig zijn voor de wraak van de familie van de gedode man. Behalve die zes vrijsteden moeten jullie hun nóg 42 steden geven. In totaal moeten jullie 48 steden aan de Levieten geven, met de graslanden die daar omheen liggen. Een stam die een groot gebied heeft, moet veel steden geven. Een stam die een kleiner gebied heeft, moet minder steden geven. Het aantal steden dat een stam aan de Levieten geeft, moet overeenkomen met de grootte van het gebied dat die stam heeft gekregen."

De regels voor de vrijsteden

En de Heer zei tegen Mozes: 10 "Zeg tegen de Israëlieten: Als jullie de Jordaan oversteken naar Kanaän, 11 moeten jullie een aantal steden aanwijzen als vrijsteden. 12 Als iemand per ongeluk een ander heeft gedood, kan hij daarheen vluchten. Daar zal hij veilig zijn voor de wraak van de familie van de gedode man. Zo kan de dader niet gedood worden vóórdat hij voor de rechter is gekomen. 13 Kies dus zes steden uit als vrijsteden. 14 Kies er drie aan de oostkant van de Jordaan en drie in Kanaän. 15 In die zes vrijsteden zullen Israëlieten en vreemdelingen die bij jullie wonen, veilig zijn, als ze per ongeluk iemand hebben gedood.

16 Maar als iemand een ander met een ijzeren voorwerp zó hard heeft geslagen dat die ander sterft, heeft hij expres gedood. Hij is een moordenaar. Hij moet gedood worden. 17 En als iemand een ander met een steen zo hard heeft geslagen dat die ander sterft, heeft hij expres gedood. Hij is een moordenaar. Hij moet gedood worden. 18 En als iemand een ander met een houten voorwerp zo hard heeft geslagen dat die ander sterft, heeft hij expres gedood. Hij is een moordenaar. Hij moet gedood worden. 19 De man die wraak neemt voor de dood van de vermoorde man, moet zelf de dader doden wanneer hij hem vindt. 20 De dader moet ook gedood worden als hij een ander heeft neergestoken omdat hij hem haatte. Of als hij expres iets naar hem heeft gegooid zodat hij stierf. 21 Of als hij hem uit haat zó hard met zijn hand heeft geslagen dat hij stierf. De dader moet gedood worden, want hij heeft het expres gedaan. Hij is een moordenaar. De man die wraak neemt voor de dood van de vermoorde man, moet de dader doden wanneer hij hem vindt.

22 Maar stel dat iemand per ongeluk een ander heeft gestoten of iets naar hem toegegooid heeft, zonder dat hij hem haatte. 23 Of dat hij per ongeluk een grote steen op iemand heeft laten vallen, zodat die ander stierf. Maar dat hij dat niet deed omdat hij hem haatte. Hij deed het niet expres. 24 Dan moet het volk volgens deze regels rechtspreken over de dader en over de man die wraak komt nemen voor de gedode man. 25 En het volk moet de man die per ongeluk iemand heeft gedood, redden van de man die de gedode man komt wreken. Hij moet naar de vrijstad teruggaan waar hij naartoe was gevlucht. Daar moet hij blijven wonen, tót de dood van de hogepriester. 26 Maar als hij buiten de grens van de vrijstad komt, 27 en de man die de dode wil wreken, vindt hem daar, dan mag hij hem doden. De wreker is dan niet schuldig. 28 Want de man had in de vrijstad moeten blijven tot de dood van de hogepriester. Na de dood van de hogepriester mag hij naar huis teruggaan. 29 Dit is de wet voor jullie en voor alle families ná jullie, in alle plaatsen waar jullie wonen.

30 Als iemand een ander vermoord heeft, mag hij alleen gedood worden als meerdere mensen kunnen bewijzen dat hij de dader is. Als er maar één getuige is, is dat niet genoeg om hem de doodstraf te geven. 31 Een moordenaar mag niet vrijgekocht worden. Hij móet worden gedood. 32 En iemand die naar een vrijstad is gevlucht, móet daar blijven wonen tot de dood van de hogepriester. Hij kan niet eerder naar huis terug door een losgeld te betalen. 33 Zo zullen jullie het land waar jullie wonen niet onrein maken. Want door bloed wordt een land onrein. Het land kan alleen maar vergeving krijgen voor het bloed dat vergoten is, door het bloed van de man die het vergoten heeft. 34 Zorg dat jullie land niet onrein wordt, Israëlieten, want Ik woon bij jullie. Ik ben de Heer."

Cities and pastures of the Levites

35 The Lord spoke to Moses in the Moab plains by the Jordan across from Jericho: Command the Israelites that they give cities from their inherited property to the Levites in which to live. You will also give the Levites pastures around their cities. The cities will be theirs in which to live. Their pastures will be for their cattle, their possessions, and all their animals. The pastures of the cities that you must give to the Levites will extend from the wall of the city outward for one thousand five hundred feet in all directions. You will measure outside the city on the east side three thousand feet, on the south side three thousand feet, on the west side three thousand feet, and on the north side three thousand feet, with the city in the middle. These will be their cities’ pastures.

Six of the cities that you give to the Levites will be refuge cities. You will allow the person who kills someone to flee there. In addition to these you will give them forty-two cities. All the cities that you give to the Levites will total forty-eight, along with their pastures. As for the cities that you give from the property of the Israelites, you will take more from the larger tribes and less from the smaller. Each in proportion to its inheritance will give cities to the Levites.

Refuge cities

The Lord spoke to Moses: 10 Speak to the Israelites and say to them: When you cross the Jordan into the land of Canaan, 11 identify for yourselves cities to be refuge cities, where a person who kills someone by accident may flee. 12 The cities will be for you a place of refuge from the close relative of the dead. The person who killed someone may not be put to death until he stands before the community for judgment. 13 You will establish six refuge cities for yourselves. 14 You will establish three cities across the Jordan and three cities in the land of Canaan. They will be the refuge cities. 15 These six cities will be refuge for Israelites, immigrants, and temporary residents, as a place to flee for anyone who kills a person by accident.

16 But if someone strikes a person with an iron object and he dies, he is a murderer. The murderer must definitely be put to death. 17 If someone strikes another with a stone in hand that could cause death and he dies, he is a murderer. The murderer must definitely be put to death. 18 Or if someone strikes with a wood object in hand that could cause death, he is a murderer. The murderer must definitely be put to death. 19 The close relative responsible for the blood[a] of the dead is the one who will put the murderer to death. When he meets him, he will execute him. 20 If in hatred someone hits another or throws something at him with premeditation, he will be put to death. 21 Or if in hostility someone strikes another with his hand and he dies, the one who struck is a murderer and he will be put to death. The close relative will put the murderer to death when he meets him.

22 But if suddenly and without hostility someone hits another or throws any object at him without premeditation, 23 or accidentally drops any stone on him that could cause death and he dies—even though they weren’t enemies and no evil was intended— 24 then the community must come to a verdict between the killer and the close relative in accordance with these case laws. 25 The community will protect the killer from the hand of the close relative and return him to the refuge city where he fled. He will live there until the death of the high priest who was anointed with holy oil. 26 But if the killer ever goes outside the boundaries of the refuge city where he fled 27 and the close relative finds him outside the boundary of his refuge city and kills him, he will not be responsible for his blood. 28 The killer must live in his refuge city until the high priest’s death. After the high priest’s death the killer may return to the land he owns.

29 These will be the regulations and case laws for all time in all your settlements.

30 Anyone who kills another will be executed on the evidence of witnesses. But one witness alone cannot testify against a person for a death sentence. 31 You may not accept a ransom for the life of a killer, who is guilty of a capital crime, for he must definitely be put to death. 32 You may not accept a ransom for someone who has fled to his refuge city so that he can return and live in the land before the priest’s death. 33 You may not pollute the land in which you live, for the blood pollutes the land. There can be no recovery[b] for the land from the blood that is shed in it, except by the blood of the one who shed it. 34 You will not make the land in which you live unclean, the land in the middle of which I reside, for I the Lord reside among the Israelites.

Cities for the Levites

They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.

“Now among the cities which you will give to the Levites you shall appoint (D)six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. So all the cities you will give to the Levites shall be (E)forty-eight; these you shall give with their common-land. And the cities which you will give shall be (F)from the possession of the children of Israel; (G)from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”

Cities of Refuge(H)

Then the Lord spoke to Moses, saying, 10 “Speak to the children of Israel, and say to them: (I)‘When you cross the Jordan into the land of Canaan, 11 then (J)you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12 (K)They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13 And of the cities which you give, you shall have (L)six cities of refuge. 14 (M)You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15 These six cities shall be for refuge for the children of Israel, (N)for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.

16 (O)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (P)The[a] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (Q)If he pushes him out of hatred or, (R)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.

22 ‘However, if he pushes him suddenly (S)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (T)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (U)he shall remain there until the death of the high priest (V)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [b]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.

29 ‘And these things shall be (W)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (X)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (Y)defiles the land, and no [c]atonement can be made for the land, for the blood that is shed on it, except (Z)by the blood of him who shed it. 34 Therefore (AA)do not defile the land which you inhabit, in the midst of which I dwell; for (AB)I the Lord dwell among the children of Israel.’ ”

And the cities which ye shall give shall be of the possession of the children of Israel: from them that have many ye shall give many; but from them that have few ye shall give few: every one shall give of his cities unto the Levites according to his inheritance which he inheriteth.

And the Lord spake unto Moses, saying,

10 Speak unto the children of Israel, and say unto them, When ye be come over Jordan into the land of Canaan;

11 Then ye shall appoint you cities to be cities of refuge for you; that the slayer may flee thither, which killeth any person at unawares.

12 And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.

13 And of these cities which ye shall give six cities shall ye have for refuge.

14 Ye shall give three cities on this side Jordan, and three cities shall ye give in the land of Canaan, which shall be cities of refuge.

15 These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.

16 And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.

17 And if he smite him with throwing a stone, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

18 Or if he smite him with an hand weapon of wood, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

19 The revenger of blood himself shall slay the murderer: when he meeteth him, he shall slay him.

20 But if he thrust him of hatred, or hurl at him by laying of wait, that he die;

21 Or in enmity smite him with his hand, that he die: he that smote him shall surely be put to death; for he is a murderer: the revenger of blood shall slay the murderer, when he meeteth him.

22 But if he thrust him suddenly without enmity, or have cast upon him any thing without laying of wait,

23 Or with any stone, wherewith a man may die, seeing him not, and cast it upon him, that he die, and was not his enemy, neither sought his harm:

24 Then the congregation shall judge between the slayer and the revenger of blood according to these judgments:

25 And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.

26 But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled;

27 And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood:

28 Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.

29 So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.

30 Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.

31 Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.

32 And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

33 So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.

34 Defile not therefore the land which ye shall inhabit, wherein I dwell: for I the Lord dwell among the children of Israel.
