35 And Jehovah spoke to Moses in the plains of Moab by the Jordan of Jericho, saying,

Command the children of Israel, that of the inheritance of their possession they give unto the Levites cities to dwell in; and a suburb for the cities round about them shall ye give unto the Levites.

And the cities shall they have to dwell in, and their suburbs shall be for their cattle, and for their goods, and for all their beasts.

And the suburbs of the cities that ye shall give unto the Levites shall be from the walls of the city outward, a thousand cubits round about.

And ye shall measure, without the city, the east side two thousand cubits, and the south side two thousand cubits, and the west side two thousand cubits, and the north side two thousand cubits, and the city shall be in the midst: they shall have this as suburbs of the cities.

And [among] the cities that ye shall give unto the Levites [shall be] the six cities of refuge, which ye shall appoint for the manslayer, that he may flee thither,—and besides them ye shall give forty-two cities:

all the cities that ye shall give to the Levites shall be forty-eight cities, they and their suburbs.

And the cities which ye shall give shall be of the possession of the children of Israel: from them that have much ye shall take much, and from them that have little ye shall take little; each one according to his inheritance which he will inherit shall give of his cities to the Levites.

And Jehovah spoke to Moses, saying,

10 Speak unto the children of Israel, and say unto them, When ye pass over the Jordan into the land of Canaan,

11 then ye shall appoint for yourselves cities: cities of refuge shall they be for you; that a manslayer may flee thither, who without intent smiteth a person mortally.

12 And ye shall have these cities for refuge from the avenger; that the manslayer die not, until he have stood before the assembly in judgment.

13 And the cities that ye shall give shall be six cities of refuge for you.

14 Three cities shall ye give on this side of the Jordan, and three cities shall ye give in the land of Canaan; they shall be cities of refuge.

15 For the children of Israel, and for the stranger, and for the sojourner among them shall these six cities be a refuge, that one who smiteth a person mortally without intent may flee thither.

16 And if he have smitten him with an instrument of iron, so that he die, he is a murderer: the murderer shall certainly be put to death.

17 And if he have smitten him with a stone from the hand, wherewith one may die, and he die, he is a murderer: the murderer shall certainly be put to death.

18 Or if he have smitten him with an instrument of wood, in the hand, wherewith one may die, and he die, he is a murderer: the murderer shall certainly be put to death;

19 the avenger of blood, he shall put the murderer to death; when he meeteth him, he shall put him to death.

20 And if he thrust at him out of hatred, or hurl at him intentionally, so that he die,

21 or from enmity smite him with his hand, so that he die, he that smote him shall certainly be put to death; he is a murderer: the avenger of blood shall put the murderer to death, when he meeteth him.—

22 But if he have thrust at him suddenly without enmity, or have cast upon him anything unintentionally,

23 or [have smitten him] with any stone wherewith one may die, without seeing him, and have cast it upon him so that he die, and he was not his enemy, neither sought his harm:

24 then the assembly shall judge between the smiter and the avenger of blood according to these judgments;

25 and the assembly shall rescue the manslayer out of the hand of the avenger of blood, and the assembly shall restore him to the city of his refuge, whither he had fled; and he shall abide in it until the death of the high-priest, who was anointed with the holy oil.

26 But if the manslayer shall in any way come outside the limits of the city of his refuge whither he hath fled,

27 and the avenger of blood find him outside the limits of his city of refuge, and the avenger of blood kill the manslayer, there shall be no blood-guiltiness upon him;

28 for the manslayer should have remained in the city of his refuge until the death of the high-priest; but after the death of the high-priest he may return into the land of his possession.

29 And this shall be unto you a statute of right throughout your generations in all your dwellings.

30 Whoever shall smite a person mortally, at the mouth of witnesses shall the murderer be put to death; but one witness shall not testify against a person to cause him to die.

31 And ye shall take no satisfaction for the life of a murderer, who is guilty of death, but he shall certainly be put to death.

32 And ye shall take no satisfaction for him that hath fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

33 And ye shall not pollute the land wherein ye are; for blood, it polluteth the land; and there can be no atonement made for the land, for the blood that hath been shed therein, but by the blood of him that shed it.

34 And ye shall not defile the land that ye inhabit, in the midst whereof I dwell; for I am Jehovah who dwell in the midst of the children of Israel.

Towns for the Levites

35 On the plains of Moab by the Jordan across from Jericho,(A) the Lord said to Moses, “Command the Israelites to give the Levites towns to live in(B) from the inheritance the Israelites will possess. And give them pasturelands(C) around the towns. Then they will have towns to live in and pasturelands for the cattle they own and all their other animals.(D)

“The pasturelands around the towns that you give the Levites will extend a thousand cubits[a] from the town wall. Outside the town, measure two thousand cubits[b](E) on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the center. They will have this area as pastureland for the towns.(F)

Cities of Refuge(G)

“Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee.(H) In addition, give them forty-two other towns. In all you must give the Levites forty-eight towns, together with their pasturelands. The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”(I)

Then the Lord said to Moses: 10 “Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan,(J) 11 select some towns to be your cities of refuge, to which a person who has killed someone(K) accidentally(L) may flee. 12 They will be places of refuge from the avenger,(M) so that anyone accused of murder(N) may not die before they stand trial before the assembly.(O) 13 These six towns you give will be your cities of refuge.(P) 14 Give three on this side of the Jordan and three in Canaan as cities of refuge. 15 These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.

16 “‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death.(Q) 17 Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18 Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19 The avenger of blood(R) shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death.(S) 20 If anyone with malice aforethought shoves another or throws something at them intentionally(T) so that they die 21 or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death;(U) that person is a murderer. The avenger of blood(V) shall put the murderer to death when they meet.

22 “‘But if without enmity someone suddenly pushes another or throws something at them unintentionally(W) 23 or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24 the assembly(X) must judge between the accused and the avenger of blood according to these regulations. 25 The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest,(Y) who was anointed(Z) with the holy oil.(AA)

26 “‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27 and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28 The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.

29 “‘This is to have the force of law(AB) for you throughout the generations to come,(AC) wherever you live.(AD)

30 “‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness.(AE)

31 “‘Do not accept a ransom(AF) for the life of a murderer, who deserves to die. They are to be put to death.

32 “‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.

33 “‘Do not pollute the land where you are. Bloodshed pollutes the land,(AG) and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34 Do not defile the land(AH) where you live and where I dwell,(AI) for I, the Lord, dwell among the Israelites.’”

Cidades para os levitas

35 O Senhor disse a Moisés junto ao rio Jordão, nas campinas de Moabe, do lado oposto de Jericó: “Ordene aos israelitas que, das propriedades que receberem por herança, deem algumas cidades para os levitas morarem. Entreguem também as pastagens ao redor delas. As cidades serão para moradia dos levitas, e as terras ao redor servirão de pasto para seu gado, suas ovelhas e todos os seus animais. As pastagens reservadas para os levitas ao redor dessas cidades se estenderão em todas as direções por 450 metros[a] a partir dos muros da cidade. Meçam 900 metros[b] fora dos muros da cidade em todas as direções — leste, sul, oeste e norte —, com a cidade no centro. Essa será a área de pastagem das cidades.

“Seis das cidades que vocês derem aos levitas serão cidades de refúgio, para onde uma pessoa que tiver matado alguém acidentalmente poderá fugir e ficar a salvo. Além disso, deem a eles 42 cidades. No total, vocês darão aos levitas 48 cidades, com as pastagens ao redor. As cidades virão da herança dos israelitas. As tribos maiores darão mais cidades aos levitas, enquanto as tribos menores darão menos cidades. Cada tribo entregará propriedades de forma proporcional ao tamanho do território que receber”.

As cidades de refúgio

O Senhor disse a Moisés: 10 “Dê as seguintes instruções ao povo de Israel. “Quando atravessarem o Jordão para entrar na terra de Canaã, 11 escolham cidades de refúgio para onde uma pessoa que tiver matado alguém acidentalmente poderá fugir. 12 Essas cidades serão lugares de proteção contra os parentes da vítima que quiserem vingar sua morte. A pessoa que tirou a vida de alguém não será executada antes de ser julgada pela comunidade. 13 Escolham para si seis cidades de refúgio: 14 três do lado leste do rio Jordão e três do lado oeste, na terra de Canaã. 15 Essas cidades servirão para proteger os israelitas, os estrangeiros que vivem entre vocês e os que estiverem de passagem. Qualquer um que matar alguém acidentalmente poderá fugir para lá.

16 “Se, contudo, alguém atacar uma pessoa e matá-la com um pedaço de ferro, é assassinato e o assassino deverá ser executado. 17 Ou, se alguém com uma pedra na mão atacar e matar outra pessoa, é assassinato e o assassino deverá ser executado. 18 Ou ainda, se alguém atacar outra pessoa e matá-la com um pedaço de madeira, é assassinato e o assassino deverá ser executado. 19 O parente mais próximo da vítima é responsável pela execução do assassino. Quando o encontrar, o vingador deverá executar o assassino. 20 Portanto, se alguém odeia outra pessoa e fica à espreita dela, e a empurra ou joga contra ela um objeto perigoso e ela morre, 21 ou se alguém odeia outra pessoa e a fere com as mãos e ela morre, é assassinato. Nesses casos, o vingador deverá executar o assassino quando o encontrar.

22 “Se, contudo, alguém empurrar outra pessoa sem ter demonstrado anteriormente nenhuma hostilidade, ou jogar algo que acerte a pessoa acidentalmente, 23 ou, sem intenção, deixar cair sobre ela uma pedra grande, embora não fossem inimigos, e a outra pessoa morrer, 24 a comunidade usará as seguintes normas para julgar entre o acusado e o vingador, o parente mais próximo da vítima: 25 a comunidade protegerá o acusado do vingador e cuidará para que ele chegue à cidade de refúgio para onde fugiu. Ali ele ficará até a morte do sumo sacerdote, que foi ungido com o óleo sagrado.

26 “Se, contudo, o acusado sair alguma vez dos limites da cidade de refúgio 27 e o vingador o encontrar fora da cidade e o executar, essa morte não será considerada assassinato. 28 O acusado deveria ter ficado dentro da cidade de refúgio até a morte do sumo sacerdote. Depois da morte do sumo sacerdote, porém, o acusado poderá voltar à sua propriedade. 29 Essas são as prescrições legais a serem cumpridas de geração em geração, onde quer que morarem.

30 “Todos os assassinos deverão ser executados, mas apenas se mais de uma testemunha apresentar provas. Ninguém será executado com base no depoimento de apenas uma testemunha. 31 Jamais aceitem resgate pela vida de alguém que foi declarado culpado de assassinato e condenado à morte. Os assassinos deverão sempre ser executados. 32 E jamais aceitem resgate de alguém que fugiu para uma cidade de refúgio, permitindo, com isso, que o acusado volte à sua propriedade antes da morte do sumo sacerdote. 33 Essa medida garantirá que a terra em que vivem não seja contaminada, pois o assassinato contamina a terra. O único sacrifício que fará expiação pela terra em caso de assassinato é a execução do assassino. 34 Não contaminem a terra onde habitam, pois eu mesmo habito ali. Eu sou o Senhor e habito entre o povo de Israel”.

35 Mientras Israel estaba acampando junto al Jordán en las llanuras de Moab, frente a Jericó, el Señor le dijo a Moisés:

«Ordena a todo Israel que dé como herencia a los levitas ciertas ciudades y las tierras de pastoreo que las rodean. Estas ciudades son para habitar, y las tierras circundantes son para el ganado, las ovejas y otros animales que puedan poseer. Las tierras de pastoreo estarán inmediatamente a continuación de los muros de la ciudad y será una franja de cuatrocientos cincuenta metros en torno a la ciudad, De este modo el diámetro de la ciudad se verá aumentado en novecientos metros.

»Asignarán a los levitas cuarenta y ocho ciudades, seis de las cuales serán ciudades de refugio. En ellas podrá refugiarse cualquier persona que haya dado muerte a otra en forma accidental. En total serán cuarenta y ocho las ciudades que se darán a los levitas con sus correspondientes tierras de pastoreo. Estas ciudades estarán distribuidas en diversos lugares de la nación. Las tribus más grandes, que tienen muchas ciudades, darán más ciudades a los levitas, mientras que las tribus más pequeñas les darán menos ciudades».

Ciudades de refugio

Y el Señor le dijo a Moisés: 10 «Dile al pueblo que cuando entre en la tierra, 11 se designarán ciudades de refugio a fin de que se ponga a salvo en ellas cualquiera que haya dado muerte a otro en forma accidental. 12 Estas ciudades serán lugares de protección donde el homicida accidental pueda protegerse del que quiera vengar al muerto. El homicida no podrá ser ejecutado sino hasta que se le haya seguido un juicio justo y se haya establecido su culpa. 13-14 Tres de estas ciudades de refugio estarán en la tierra de Canaán, y tres en el lado oriental del río Jordán. 15 Estas no sólo servirán de protección a los israelitas sino también a los extranjeros y a los viajeros.

16 »Pero si alguien es golpeado y muerto con un instrumento de hierro, debe presumirse que hubo asesinato, y el homicida deberá ser ejecutado. 17 Si el hombre murió porque lo golpearon con una piedra grande, se trata de un asesinato, y el asesino debe morir. 18 Lo mismo es válido si alguien es muerto con un arma de madera. 19 El vengador de la sangre personalmente dará muerte al asesino cuando lo encuentre. 20 Si alguno da muerte a otro por odio arrojándole algo, poniéndole emboscada o 21 golpeándole con el puño hasta darle muerte; es un asesino. El asesino será ejecutado por el vengador de la sangre cuando lo hallare.

22-23 »Pero si se trata de un accidente, de un caso en que alguien arroja una piedra y sin querer golpea y mata a quien no era su enemigo, 24 el pueblo juzgará si hay que entregar o no al homicida en manos del vengador de la sangre. 25 Si se llega a conclusión de que la muerte fue accidental, el pueblo protegerá al homicida para que no caiga en manos del vengador de la sangre. El homicida será residente permanente de la ciudad de refugio. Vivirá allí hasta la muerte del sumo sacerdote.

26 »Si el homicida sale de la ciudad, 27 y el vengador lo encuentra fuera de ella y le da muerte, no es un asesinato, 28 porque el hombre debió haber permanecido dentro de la ciudad hasta la muerte del sumo sacerdote. Pero después de la muerte del sumo sacerdote, el hombre puede volver a su tierra y a su hogar. 29 Estas son leyes permanentes para todo Israel de generación en generación.

30 »Todos los homicidas serán ejecutados, pero solamente si hay más de un testigo. Ningún hombre podrá ser ejecutado por el testimonio de una sola persona. 31 Cualquiera que sea declarado culpable de asesinato, debe morir, y no se aceptará rescate por él. 32 Tampoco se podrá aceptar que un refugiado en una de estas ciudades pague para que se le permita regresar a su hogar antes de la muerte del sumo sacerdote. 33 Mediante el cumplimiento de estas normas la tierra no se contaminará, porque el asesinato contamina la tierra, y no se puede hacer reparación por la muerte de una persona sino por la ejecución del asesino. 34 No contaminen la tierra donde van a vivir, porque yo, el Señor, viviré allí entre ustedes».
