27 Then came the daughters of Salphaad, the son of Hepher, the son of Galaad, the son of Machir, the son of Manasses, who was the son of Joseph: and their names are Maala, and Noa, and Hegla, and Melcha, and Thersa.
2 And they stood before Moses and Eleazar the priest, and all the princes of the people at the door of the tabernacle of the covenant, and said:
3 Our father died in the desert, and was not in the sedition, that was raised against the Lord under Core, but he died in his own sin: and he had no male children. Why is his name taken away out of his family, because he had no son? Give us a possession among the kinsmen of our father.
4 And Moses referred their cause to the judgment of the Lord.
5 And the Lord said to him:
6 The daughters of Salphaad demand a just thing: Give them a possession among their father's kindred, and let them succeed him in his inheritance.
7 And to the children of Israel thou shalt speak these things:
8 When a man dieth without a son, his inheritance shall pass to his daughter.
9 If he have no daughter, his brethren shall succeed him.
10 And if he have no brethren, you shall give the inheritance to his father's brethren.
11 But if he have no uncles by the father, the inheritance shall be given to them that are the next akin. And this shall be to the children of Israel sacred by a perpetual law, as the Lord hath commanded Moses.
12 The Lord also said to Moses: Go up into this mountain Abarim, and view from thence the land which I will give to the children of Israel.
13 And when thou shalt have seen it, thou also shalt go to thy people, as thy brother Aaron is gone:
14 Because you offended me in the desert of Sin in the contradiction of the multitude, neither would you sanctify me before them at the waters. These are the waters of contradiction in Cades of the desert of Sin.
15 And Moses answered him:
16 May the Lord the God of the spirits of all flesh provide a man, that may be over this multitude:
17 And may go out and in before them, and may lead them out, or bring them in: lest the people of the Lord be as sheep without a shepherd.
18 And the Lord said to him: Take Josue the son of Nun, a man in whom is the Spirit, and put thy hand upon him.
19 And he shall stand before Eleazar the priest and all the multitude:
20 And thou shalt give him precepts in the sight of all, and part of thy glory, that all the congregation of the children of Israel may hear him.
21 If any thing be to be done, Eleazar the priest shall consult the Lord for him. He and all the children of Israel with him, and the rest of the multitude shall go out and go in at his word.
22 Moses did as the Lord had commanded. And when he had taken Josue, he set him before Eleazar the priest, and all the assembly of the people,
23 And laying his hands on his head, he repeated all things that the Lord had commanded.

Chapter 27
Zelophehad’s Daughters. 1 The daughters of Zelophehad, son of Hepher, son of Gilead, son of Machir, son of Manasseh, came forward. (Zelophehad belonged to the clans of Manasseh, son of Joseph.) The names of his daughters were Mahlah, Noah, Hoglah, Milcah and Tirzah.(A) 2 Standing before Moses, Eleazar the priest, the princes, and the whole community at the entrance of the tent of meeting, they said: 3 “Our father died in the wilderness. Although he did not join the faction of those who conspired against the Lord,[a] Korah’s faction, he died for his own sin without leaving any sons. 4 But why should our father’s name be cut off from his clan merely because he had no son? Give us land among our father’s kindred.”
Laws Concerning Heiresses.[b] 5 So Moses laid their case before the Lord, 6 and the Lord said to him: 7 The plea of Zelophehad’s daughters is just; you shall give them hereditary land among their father’s kindred and transfer their father’s heritage to them. 8 Tell the Israelites: If a man dies without leaving a son, you shall transfer his heritage to his daughter; 9 if he has no daughter, you shall give his heritage to his brothers; 10 if he has no brothers, you shall give his heritage to his father’s brothers; 11 if his father had no brothers, you shall give his heritage to his nearest relative in his clan, who shall then take possession of it.
This will be the statutory procedure for the Israelites, as the Lord commanded Moses.(B)
Joshua to Succeed Moses. 12 The Lord said to Moses: Go up into this mountain of the Abarim range[c] and view the land that I have given to the Israelites.(C) 13 When you have viewed it, you will be gathered to your people, as was Aaron your brother.(D) 14 For in the rebellion of the community in the wilderness of Zin you both rebelled against my order to acknowledge my holiness before them by means of the water.(E) (These were the waters of Meribah of Kadesh in the wilderness of Zin.)
15 Then Moses said to the Lord, 16 “May the Lord, the God of the spirits of all humanity,[d] set over the community someone 17 who will be their leader in battle and who will lead them out and bring them in, that the Lord’s community may not be like sheep without a shepherd.” 18 And the Lord replied to Moses: Take Joshua, son of Nun,(F) a man of spirit,[e] and lay your hand upon him. 19 Have him stand before Eleazar the priest and the whole community, and commission him in their sight. 20 Invest him with some of your own power, that the whole Israelite community may obey him. 21 He shall present himself to Eleazar the priest, who will seek for him the decision of the Urim[f] in the Lord’s presence; and as it directs, Joshua, all the Israelites with him, and the whole community will go out for battle; and as it directs, they will come in.
22 Moses did as the Lord had commanded him. Taking Joshua and having him stand before Eleazar the priest and the whole community, 23 he laid his hands on him and commissioned him, as the Lord had directed through Moses.

- 27:3 He did not join…against the Lord: had he done so, he and his heirs could have been deprived of a portion in the promised land.
- 27:5–11 The purpose of this law, as also that of the related laws in 36:2–10 (marriage within the same tribe), Dt 25:5–10 (levirate marriage), and Lv 25:10 (return of property in the jubilee year), was to keep the landed property within the proper domain of each tribe.
- 27:12 The Abarim range: the mountains on the eastern side of the Dead Sea. The peak of this chain is Mount Nebo where Moses views the promised land before he dies (Dt 32:49).
- 27:16 The God of the spirits of all humanity: the sense is that God knows the character and abilities of all people and therefore knows best whom to appoint (cf. Jgs 6:34; 11:29; 1 Sm 16:13); see the same phrase in Nm 16:22, where “spirit” evidently means the life principle.
- 27:18 A man of spirit: lit., “a man in whom there is spirit,” that is, probably one who is endowed with a courageous spirit (Jos 2:11); compare Gn 41:38; Dt 34:9.
- 27:21 The Urim: certain sacred objects which Israelite priests employed to discern the divine will, probably by obtaining a positive or negative answer to a given question. The full expression was “the Urim and Thummim”; cf. Ex 28:30; Lv 8:8; Dt 33:8; Ezr 2:63; Neh 7:65. Joshua ordinarily did not receive direct revelations from God as Moses had received them.

Zelophehad’s Daughters(A)
27 The daughters of Zelophehad(B) son of Hepher,(C) the son of Gilead,(D) the son of Makir,(E) the son of Manasseh, belonged to the clans of Manasseh son of Joseph. The names of the daughters were Mahlah, Noah, Hoglah, Milkah and Tirzah. They came forward 2 and stood before Moses,(F) Eleazar the priest, the leaders(G) and the whole assembly at the entrance to the tent of meeting(H) and said, 3 “Our father died in the wilderness.(I) He was not among Korah’s followers, who banded together against the Lord,(J) but he died for his own sin and left no sons.(K) 4 Why should our father’s name disappear from his clan because he had no son? Give us property among our father’s relatives.”
5 So Moses brought their case(L) before the Lord,(M) 6 and the Lord said to him, 7 “What Zelophehad’s daughters are saying is right. You must certainly give them property as an inheritance(N) among their father’s relatives and give their father’s inheritance to them.(O)
8 “Say to the Israelites, ‘If a man dies and leaves no son, give his inheritance to his daughter. 9 If he has no daughter, give his inheritance to his brothers. 10 If he has no brothers, give his inheritance to his father’s brothers. 11 If his father had no brothers, give his inheritance to the nearest relative in his clan, that he may possess it. This is to have the force of law(P) for the Israelites, as the Lord commanded Moses.’”
Joshua to Succeed Moses
12 Then the Lord said to Moses, “Go up this mountain(Q) in the Abarim Range(R) and see the land(S) I have given the Israelites.(T) 13 After you have seen it, you too will be gathered to your people,(U) as your brother Aaron(V) was, 14 for when the community rebelled at the waters in the Desert of Zin,(W) both of you disobeyed my command to honor me as holy(X) before their eyes.” (These were the waters of Meribah(Y) Kadesh, in the Desert of Zin.)
15 Moses said to the Lord, 16 “May the Lord, the God who gives breath to all living things,(Z) appoint someone over this community 17 to go out and come in before them, one who will lead them out and bring them in, so the Lord’s people will not be like sheep without a shepherd.”(AA)
18 So the Lord said to Moses, “Take Joshua son of Nun, a man in whom is the spirit of leadership,[a](AB) and lay your hand on him.(AC) 19 Have him stand before Eleazar the priest and the entire assembly and commission him(AD) in their presence.(AE) 20 Give him some of your authority so the whole Israelite community will obey him.(AF) 21 He is to stand before Eleazar the priest, who will obtain decisions for him by inquiring(AG) of the Urim(AH) before the Lord. At his command he and the entire community of the Israelites will go out, and at his command they will come in.”
22 Moses did as the Lord commanded him. He took Joshua and had him stand before Eleazar the priest and the whole assembly. 23 Then he laid his hands on him and commissioned him,(AI) as the Lord instructed through Moses.

14 For ye rebelled against my commandment in the desert of Zin, in the strife of the congregation, to sanctify me at the water before their eyes: that is the water of Meribah in Kadesh in the wilderness of Zin.

19 And set him before Eleazar the priest, and before all the congregation; and give him a charge in their sight.

21 And he shall stand before Eleazar the priest, who shall ask counsel for him after the judgment of Urim before the Lord: at his word shall they go out, and at his word they shall come in, both he, and all the children of Israel with him, even all the congregation.
22 And Moses did as the Lord commanded him: and he took Joshua, and set him before Eleazar the priest, and before all the congregation:

27 [a] Then the daughters of Zelophehad son of Hepher, the son of Gilead, the son of Machir, the son of Manasseh of the families of Manasseh,[b] the son of Joseph came forward. Now these are the names of his daughters: Mahlah, Noah, Hoglah, Milcah, and Tirzah. 2 And they stood before Moses and Eleazar the priest and the leaders of the whole assembly at the entrance to the tent of meeting and said, 3 “Our father died in the wilderness, although[c] he was not part of[d] the company of those that gathered themselves together against the Lord in the company of Korah, but he died for his own sin,[e] and he had no sons. 4 Why should the name of our father be lost from among his family because he had no son? Give us a possession[f] among the relatives[g] of our father.”
5 So Moses brought their case before the Lord. 6 The Lord said to Moses: 7 “The daughters of Zelophehad have a valid claim.[h] You must indeed[i] give them possession of an inheritance among their father’s relatives, and you must transfer[j] the inheritance of their father to them. 8 And you must tell the Israelites, ‘If a man dies[k] and has no son, then you must transfer his inheritance to his daughter; 9 and if he has no daughter, then you are to give his inheritance to his brothers; 10 and if he has no brothers, then you are to give his inheritance to his father’s brothers; 11 and if his father has no brothers, then you are to give his inheritance to his relative nearest to him from his family, and he will possess it. Leadership Change
12 [m] Then the Lord said to Moses, “Go up this mountain of the Abarim range,[n] and see[o] the land I have given[p] to the Israelites. 13 When you have seen it, you will be gathered[q] to your ancestors,[r] as Aaron your brother was gathered to his ancestors.[s] 14 For[t] in the wilderness of Zin when the community rebelled against me, you[u] rebelled against my command[v] to show me as holy[w] before their eyes over the water—the water of Meribah in Kadesh in the wilderness of Zin.”
15 Then Moses spoke to the Lord: 16 “Let the Lord, the God of the spirits of all humankind,[x] appoint[y] a man over the community, 17 who will go out before them, and who will come in before them,[z] and who will lead them out, and who will bring them in, so that[aa] the community of the Lord may not be like sheep that have no shepherd.”

- Numbers 27:7 tn The verb is the Hiphil perfect with a vav (ו) consecutive, from the root עָבַר (ʿavar, “to pass over”). Here it functions as the equivalent of the imperfect of instruction: “and you shall cause to pass,” meaning, “transfer.”
- Numbers 27:8 tn Heb “a man, if he dies.”
- Numbers 27:11 tn The expression is חֻקַּת מִשְׁפָּט (khuqqat mishpat, “a statute of judgment”), which means it is a fixed enactment that determines justice. It is one which is established by God.

- Numbers 27:12 tn This perfect tense would best be classified as a perfect of resolve: “which I have decided to give.” God had not yet given the land to them, but it was certain he would.
- Numbers 27:13 tn The first verb is a perfect tense with a vav (ו) consecutive, and the second verb is also. In such parallel clauses, the first may be subordinated, here as a temporal clause.
- Numbers 27:13 tn Heb “people.”
- Numbers 27:13 tn Heb “was gathered.” The phrase “to his ancestors” is elided in the Hebrew text, but is an implied repetition from the beginning of the verse, and has been supplied in the translation for stylistic reasons.
- Numbers 27:14 tn The preposition on the relative pronoun has the force of “because of the fact that.”
- Numbers 27:14 tn The verb is the second masculine plural form.
- Numbers 27:14 tn Heb “mouth.”
- Numbers 27:14 sn Using the basic meaning of the word קָדַשׁ (qadash, “to be separate, distinct, set apart”), we can understand better what Moses failed to do. He was supposed to have acted in a way that would have shown God to be distinct, different, holy. Instead, he gave the impression that God was capricious and hostile—very human. The leader has to be aware of what image he is conveying to the people.
- Numbers 27:16 tn Heb “flesh”; cf. NAB, NIV “all mankind”; NCV “all people”; NLT “all living things.”
- Numbers 27:16 tn This is the same verb פָּקַד (paqad) that is used throughout the book for the aspect of “numbering” the people.
- Numbers 27:17 sn This is probably technical terminology for a military leader (Josh 14:11; 1 Sam 18:13-16; 1 Kgs 3:7; 2 Kgs 11:9). The image of a shepherd can also be military in nature (1 Kgs 22:17).
- Numbers 27:17 tn The Hebrew text has the conjunction with the negated imperfect tense, “and it will not be.” This clause should be subordinated to the preceding to form a result clause, and the imperfect then function as a final imperfect.
- Numbers 27:18 tn Or “said.”
- Numbers 27:18 sn The word “spirit” probably refers to the Holy Spirit. This would likely be a permanent endowment for Joshua. But it is also possible to take it to refer to a proper spirit to do all the things required of such a leader (which ultimately is a gift from the Spirit of God). The Hebrew text simply says “in whom is a spirit.”
- Numbers 27:18 sn This symbolic act would indicate the transfer of leadership to Joshua.
- Numbers 27:19 tn This could be translated “position him,” or “have him stand,” since it is the causative stem of the verb “to stand.”
- Numbers 27:19 tn The verb is the Piel perfect of צִוָּה (tsivvah, literally “to command”). The verb has a wide range of meanings, and so here in this context the idea of instructing gives way to a more general sense of commissioning for duty. The verb in sequence is equal to the imperfect of instruction.
- Numbers 27:19 tn Heb “in their eyes.”
- Numbers 27:20 tn The verb is simply “give,” but in this context giving some of Moses’ honor to Joshua in the presence of the people is essentially passing the leadership to him, or delegating the authority to him with the result that people would follow him.
- Numbers 27:20 tc The Greek, Syriac, and Vulgate read “glory” for this form that occurs only here in the Pentateuch. Elsewhere it is rendered “majesty, splendor” (see Ps 96:6). It could even be “vitality” here. The authority being transferred here is both spiritual and civil.
- Numbers 27:20 tn Heb “hear.”
- Numbers 27:21 tn The passage simply has “and he will ask,” but Eleazar is clearly the subject now.
- Numbers 27:21 tn Heb “ask.”
- Numbers 27:21 sn The new leader would not have the privilege that Moses had in speaking to God face-to-face. Rather, he would have to inquire of the Lord through the priest, and the priest would seek a decision by means of the Urim. The Urim and the Thummim were the sacred lots that the priest had in his pouch, the “breastplate” as it has traditionally been called. Since the Law had now been fully established, there would be fewer cases that the leader would need further rulings. Now it would simply be seeking the Lord’s word for matters such as whether to advance or not. The size, shape or substance of these objects is uncertain. See further C. Van Dam, The Urim and Thummim.
