느헤미야의 마지막 명령들
13 그날 백성에게 모세의 책을 큰 소리로 읽어 주었는데 거기에 다음과 같이 적혀 있는 것을 발견하였다. “암몬 사람과 모압 사람은 하나님의 총회에 결코 받아들여서는 안 된다. 2 그 사람들은 먹을 것과 물을 가지고 이스라엘 사람을 맞아들이지 않고, 오히려 발람을 써서 우리를 저주하게 하였기 때문이다. 그러나 우리 하나님께서는 그 저주를 바꾸어 복이 되게 하셨다.” 3 백성은 이 율법의 말씀을 듣고 이스라엘 사람에게서 모든 외국인을 갈라놓았다.
4 이 일이 있기 전에 있었던 일이다. 제사장 엘리아십이 하나님의 성전에 있는 창고로 쓰는 방들을 맡고 있었다. 그는 암몬 사람인 도비야와 가까운 사이였다. 5 그런데 그가 도비야에게 큰 방 하나를 내어 주었다. 그 방은 원래 곡식제물, 유향, 그릇, 레위 사람들과 노래하는 사람들과 성전 문지기들에게 주려고 십분의 일씩 거두어들인 곡식과 새 포도주와 기름, 제사장들의 몫으로 바친 제물을 두는 곳이었다.
6 이 모든 일은 내가 예루살렘을 비웠을 때에 일어난 일이다. 나는 바빌론 왕 아닥사스다 삼십이년[a]에 왕에게 돌아가 있었다. 마침내 나는 왕에게 청하여 7 예루살렘으로 돌아왔다. 그때에야 나는 엘리아십이 하나님의 성전 뜰에 있는 방 하나를 도비야에게 내 준 악한 일을 알게 되었다. 8 나는 이 일에 대해 너무도 화가 났다. 그리하여 나는 도비야의 물건들을 모두 방 밖으로 던져 버렸다. 9 그런 다음 그 방을 정하게 하라고 명령하였다. 그러고는 하나님의 성전 그릇들과 곡식제물과 유향을 들여놓게 하였다.
10 또 내가 알아보니 레위 사람들이 받아야 할 몫을 받지 못하고 있었다. 그리하여 예배를 맡아 진행하던 레위 사람들과 성가대원들이 자기네 땅으로 돌아가고 없었다. 11 그리하여 나는 관리들을 꾸짖으며 이렇게 말하였다. “어찌하여 하나님의 성전을 이 지경이 되도록 돌보지 않았소?” 그런 다음 모든 레위 사람들과 성가대원들을 불러 모아 다시 맡은 일을 하게 하였다. 12 그러자 모든 유다 사람이 곡식과 새 포도주와 기름의 십분의 일을 가져와 창고에 들여놓았다.
13 나는 제사장 셀레먀, 서기관 사독, 레위 사람 브다야를 창고 책임자로 세우고 맛다냐의 손자이며 삭굴의 아들인 하난에게 이들을 돕도록 하였다. 이 사람들은 믿을 수 있는 사람들이었기 때문이다. 그들이 맡은 일은 동료들에게 돌아갈 몫을 나누어 주는 것이었다.
14 오, 나의 하나님. 내가 한 일을 기억하여 주십시오. 그리고 나의 하나님의 성전과 성전에서 드리는 예배를 위하여 정성을 기울여 한 일들을 잊지 말아 주십시오.
15 그 무렵에 유다에 사람들이 안식일에도 포도주틀을 밟아 포도주를 짜고, 곡식과 포도주와 포도송이와 무화과와 온갖 종류의 짐을 나귀에 지워 실어 나르고 있는 것이 나의 눈에 띄었다. 그들은 이 모든 것을 안식일에 예루살렘으로 들여오고 있어서, 나는 그들에게 안식일에 사고 파는 일을 하지 말라고 경고하였다.
16 예루살렘에 살고 있는 두로 사람들이 물고기와 온갖 물건을 예루살렘으로 들여와, 그것들을 안식일에 유다 사람들에게 팔고 있었다. 17 나는 유다의 귀족들을 꾸짖었다. “안식일을 여느 날처럼 여기다니! 어쩌자고 이런 사악한 짓을 저지르는 거요? 18 당신들의 조상도 이와 똑같은 짓을 저지르지 않았소? 그 때문에 우리 하나님께서 우리와 이 도성에 이런 큰 재난을 보내신 것 아니오? 그런데 당신들이 안식일을 여느 날처럼 여김으로써, 하나님의 화를 돋우어 이스라엘 위에 더 큰 재앙을 내리시게 하고 있소.”
19 안식일이 시작되기 직전 예루살렘 성문에 어둠이 내리기 시작할 무렵 나는 문지기들에게 명령하였다. “지금쯤 성문들을 닫고 안식일이 지날 때까지는 이 성문들을 열지 말아라.” 나는 또 나의 부하 몇 사람을 성문마다 세워 안식일에는 아무 짐도 예루살렘으로 들여오지 못하게 하였다.
20 그 뒤에도 갖가지 물건을 가지고 와서 바꾸거나 파는 장사꾼들이 예루살렘 성 밖에서 밤을 보내는 적이 한두 번 있었다. 21 나는 그들을 꾸짖으며 이렇게 말하였다. “어찌하여 성벽 밑에서 밤을 지내는 거요? 다시 또 그러면 잡아들이겠소.” 그랬더니 그 뒤로 그들이 다시는 안식일에 오지 않았다. 22 나는 레위 사람들에게 자신들을 거룩하게 한 다음, 가서 성문들을 지켜 안식일을 거룩한 날로 지키게 하라고 명하였다.
오, 나의 하나님. 내가 이 일을 한 것도 기억하여 주십시오. 당신의 크신 사랑으로 나를 너그러이 보아 주십시오.
23 또 그 즈음에 나는 유다 남자들이 아스돗과 암몬과 모압의 여자들과 결혼하였다는 것을 알았다. 24 그들 사이에서 태어난 자녀들의 절반이 아스돗 말이나 다른 민족의 말은 하면서 유다 말은 하지 못하였다. 25 그리하여 나는 그들의 잘못을 나무라고 욕하였다. 그들 가운데 몇은 때리기도 하고 머리채를 낚아채 머리카락을 뽑기도 하였다. 그러고 나서 그들에게 하나님의 이름으로 맹세하게 하였다. 나는 그들에게 말하였다. “너희는 너희의 딸을 그들의 아들에게 주어 아내로 삼게 하여서는 안 된다. 또 너희나 너희 아들이 다른 민족의 딸을 아내로 맞아들여서도 안 된다. 26 이스라엘의 솔로몬 왕도 외국 여인들 때문에 죄를 짓지 않았느냐? 뭇 민족 가운데 솔로몬만큼 위대한 왕이 없었다. 하나님께서는 솔로몬을 사랑하시고 그를 온 이스라엘을 다스리는 왕으로 삼으셨다. 그러나 외국인 아내들이 솔로몬 같은 사람도 죄를 짓게 만들었다. 27 그런데 지금 너희도 꼭 같이 이 끔찍한 죄를 짓고 있다. 너희가 외국 여인들과 결혼하여 우리 하나님을 배신하고 있다는 말을 우리가 다시 들어야 하겠느냐?”
28 대제사장 엘리아십의 아들인 요야다의 아들 가운데 하나가 호론 사람 산발랏의 사위였다. 그리하여 나는 그를 내 앞에 쫓아냈다.
29 “오, 나의 하나님. 그들을 잊지 마십시오. 그들은 제사장직을 더럽혔습니다. 그들은 제사장직과 레위 사람들의 계약을 저버렸습니다.”
30 그리하여 나는 제사장들과 레위 사람들이 다른 나라 사람들에게서 묻은 온갖 부정을 씻게 한 다음 임무를 주어 각기 맡은 일을 하게 하였다. 31 또 나는 사람들에게 제단에서 쓸 나무와 처음 거둔 소출을 바칠 때를 정하여 주었다.
“오, 나의 하나님. 나를 좋게 기억하여 주십시오.”

13 On that day they read in the book of Moses in the audience of the people; and therein was found written, that the Ammonite and the Moabite should not come into the congregation of God for ever;
2 Because they met not the children of Israel with bread and with water, but hired Balaam against them, that he should curse them: howbeit our God turned the curse into a blessing.
3 Now it came to pass, when they had heard the law, that they separated from Israel all the mixed multitude.
4 And before this, Eliashib the priest, having the oversight of the chamber of the house of our God, was allied unto Tobiah:
5 And he had prepared for him a great chamber, where aforetime they laid the meat offerings, the frankincense, and the vessels, and the tithes of the corn, the new wine, and the oil, which was commanded to be given to the Levites, and the singers, and the porters; and the offerings of the priests.
6 But in all this time was not I at Jerusalem: for in the two and thirtieth year of Artaxerxes king of Babylon came I unto the king, and after certain days obtained I leave of the king:
7 And I came to Jerusalem, and understood of the evil that Eliashib did for Tobiah, in preparing him a chamber in the courts of the house of God.
8 And it grieved me sore: therefore I cast forth all the household stuff to Tobiah out of the chamber.
9 Then I commanded, and they cleansed the chambers: and thither brought I again the vessels of the house of God, with the meat offering and the frankincense.
10 And I perceived that the portions of the Levites had not been given them: for the Levites and the singers, that did the work, were fled every one to his field.
11 Then contended I with the rulers, and said, Why is the house of God forsaken? And I gathered them together, and set them in their place.
12 Then brought all Judah the tithe of the corn and the new wine and the oil unto the treasuries.
13 And I made treasurers over the treasuries, Shelemiah the priest, and Zadok the scribe, and of the Levites, Pedaiah: and next to them was Hanan the son of Zaccur, the son of Mattaniah: for they were counted faithful, and their office was to distribute unto their brethren.
14 Remember me, O my God, concerning this, and wipe not out my good deeds that I have done for the house of my God, and for the offices thereof.
15 In those days saw I in Judah some treading wine presses on the sabbath, and bringing in sheaves, and lading asses; as also wine, grapes, and figs, and all manner of burdens, which they brought into Jerusalem on the sabbath day: and I testified against them in the day wherein they sold victuals.
16 There dwelt men of Tyre also therein, which brought fish, and all manner of ware, and sold on the sabbath unto the children of Judah, and in Jerusalem.
17 Then I contended with the nobles of Judah, and said unto them, What evil thing is this that ye do, and profane the sabbath day?
18 Did not your fathers thus, and did not our God bring all this evil upon us, and upon this city? yet ye bring more wrath upon Israel by profaning the sabbath.
19 And it came to pass, that when the gates of Jerusalem began to be dark before the sabbath, I commanded that the gates should be shut, and charged that they should not be opened till after the sabbath: and some of my servants set I at the gates, that there should no burden be brought in on the sabbath day.
20 So the merchants and sellers of all kind of ware lodged without Jerusalem once or twice.
21 Then I testified against them, and said unto them, Why lodge ye about the wall? if ye do so again, I will lay hands on you. From that time forth came they no more on the sabbath.
22 And I commanded the Levites that they should cleanse themselves, and that they should come and keep the gates, to sanctify the sabbath day. Remember me, O my God, concerning this also, and spare me according to the greatness of thy mercy.
23 In those days also saw I Jews that had married wives of Ashdod, of Ammon, and of Moab:
24 And their children spake half in the speech of Ashdod, and could not speak in the Jews' language, but according to the language of each people.
25 And I contended with them, and cursed them, and smote certain of them, and plucked off their hair, and made them swear by God, saying, Ye shall not give your daughters unto their sons, nor take their daughters unto your sons, or for yourselves.
26 Did not Solomon king of Israel sin by these things? yet among many nations was there no king like him, who was beloved of his God, and God made him king over all Israel: nevertheless even him did outlandish women cause to sin.
27 Shall we then hearken unto you to do all this great evil, to transgress against our God in marrying strange wives?
28 And one of the sons of Joiada, the son of Eliashib the high priest, was son in law to Sanballat the Horonite: therefore I chased him from me.
29 Remember them, O my God, because they have defiled the priesthood, and the covenant of the priesthood, and of the Levites.
30 Thus cleansed I them from all strangers, and appointed the wards of the priests and the Levites, every one in his business;
31 And for the wood offering, at times appointed, and for the firstfruits. Remember me, O my God, for good.

The Reforms of Nehemiah
4 Now before this, (G)Eliashib the priest, having authority over the storerooms of the house of our God, was allied with (H)Tobiah. 5 And he had prepared for him a large room, (I)where previously they had stored the grain offerings, the frankincense, the articles, the tithes of grain, the new wine and oil, (J)which were commanded to be given to the Levites and singers and gatekeepers, and the offerings for the priests. 6 But during all this I was not in Jerusalem, (K)for in the thirty-second year of Artaxerxes king of Babylon I had returned to the king. Then after certain days I obtained leave from the king, 7 and I came to Jerusalem and discovered the evil that Eliashib had done for Tobiah, in (L)preparing a room for him in the courts of the [a]house of God. 8 And it grieved me bitterly; therefore I threw all the household goods of Tobiah out of the room. 9 Then I commanded them to (M)cleanse the rooms; and I brought back into them the articles of the house of God, with the grain offering and the frankincense.
10 I also realized that the portions for the Levites had (N)not been given them; for each of the Levites and the singers who did the work had gone back to (O)his field. 11 So (P)I contended with the rulers, and said, (Q)“Why is the house of God forsaken?” And I gathered them together and set them in their place. 12 (R)Then all Judah brought the tithe of the grain and the new wine and the oil to the storehouse. 13 (S)And I appointed as treasurers over the storehouse Shelemiah the priest and Zadok the scribe, and of the Levites, Pedaiah; and next to them was Hanan the son of Zaccur, the son of Mattaniah; for they were considered (T)faithful, and their task was to distribute to their brethren.

And I warned them about the day on which they were selling provisions. 16 Men of Tyre dwelt there also, who brought in fish and all kinds of goods, and sold them on the Sabbath to the children of Judah, and in Jerusalem.
17 Then I contended with the nobles of Judah, and said to them, “What evil thing is this that you do, by which you profane the Sabbath day? 18 (X)Did not your fathers do thus, and did not our God bring all this disaster on us and on this city? Yet you bring added wrath on Israel by profaning the Sabbath.”
19 So it was, at the gates of Jerusalem, as it (Y)began to be dark before the Sabbath, that I commanded the gates to be shut, and charged that they must not be opened till after the Sabbath. 30 (AN)Thus I cleansed them of everything pagan. I also (AO)assigned duties to the priests and the Levites, each to his service, 31 and to bringing (AP)the wood offering and the firstfruits at appointed times.

4 Now before this, (E)Eliashib the priest, who (F)was appointed over the chambers of the house of our God, and who was related to (G)Tobiah, 5 prepared for Tobiah a large chamber where they had previously put the grain offering, the frankincense, the vessels, and the tithes of grain, wine, and oil, (H)which were given by commandment to the Levites, singers, and gatekeepers, and the contributions for the priests. 6 While this was taking place, I was not in Jerusalem, for (I)in the thirty-second year of Artaxerxes (J)king of Babylon I went to the king. And after some time I asked leave of the king 7 and came to Jerusalem, and I then discovered the evil that Eliashib had done for Tobiah, (K)preparing for him a chamber in the courts of the house of God. 8 And I was very angry, and I threw all the household furniture of Tobiah out of the chamber. 9 Then I gave orders, and they (L)cleansed the chambers, and I brought back there the vessels of the house of God, with the grain offering and the frankincense.

19 As soon as it (AA)began to grow dark at the gates of Jerusalem before the Sabbath, I commanded that the doors should be shut and gave orders that they should not be opened until after the Sabbath. And I stationed some of my servants at the gates, that no load might be brought in on the Sabbath day. 20 Then the merchants and sellers of all kinds of wares lodged outside Jerusalem once or twice. 21 (AB)But I warned them and said to them, “Why do you lodge outside the wall? If you do so again, I will lay hands on you.” From that time on they did not come on the Sabbath. 22 Then I commanded the Levites (AC)that they should purify themselves and come and guard the gates, to keep the Sabbath day holy. (AD)Remember this also in my favor, O my God, and spare me according to the greatness of your steadfast love.
23 In those days also I saw the Jews (AE)who had married women (AF)of Ashdod, (AG)Ammon, and (AH)Moab. 24 And half of their children spoke the language of Ashdod, and they could not speak the language of Judah, but only the language of each people. 25 (AI)And I confronted them and cursed them and beat some of them and pulled out their hair. (AJ)And I made them take an oath in the name of God, saying, “You shall not give your daughters to their sons, or take their daughters for your sons or for yourselves. 26 (AK)Did not Solomon king of Israel sin on account of such women? (AL)Among the many nations there was no king like him, and he was (AM)beloved by his God, and God made him king over all Israel. Nevertheless, foreign women made even him to sin. 27 Shall we then listen to you and do all this great evil and (AN)act treacherously against our God by marrying foreign women?”
28 And one of the sons of (AO)Jehoiada, the son of (AP)Eliashib the high priest, was the son-in-law of (AQ)Sanballat the Horonite. Therefore I chased him from me. 29 (AR)Remember them, O my God, because they have desecrated the priesthood (AS)and the covenant of the priesthood and the Levites.
30 (AT)Thus I cleansed them from everything foreign, and I established the duties of the priests and Levites, each in his work; 31 and I provided (AU)for the wood offering (AV)at appointed times, and for the firstfruits.
