The law gave us only an unclear picture of the good things coming in the future. The law is not a perfect picture of the real things. The law tells people to offer the same sacrifices every year. Those who come to worship God continue to offer those sacrifices. But the law can never make them perfect.
God's laws which he gave to Moses are like a shadow of the good things that would come later. But those laws do not show exactly what those good things are like. They say that the priests must continue to offer the same sacrifices on behalf of the people, year after year. So those sacrifices can never make the people completely clean when they come to worship God.
In fact, the law is only a shadow of the good things to come, not the actual realization of those things. It will never be able to make perfect those who continually offer the same sacrifices year after year.

The Jewish Law is not a full and faithful model of the real things; it is only a faint outline of the good things to come. The same sacrifices are offered forever, year after year. How can the Law, then, by means of these sacrifices make perfect the people who come to God?

The Law possessed only a dim outline of the benefits Christ would bring and did not actually reproduce them. Consequently it was incapable of perfecting the souls of those who offered their regular annual sacrifices. For if it had, surely the sacrifices would have been discontinued—on the grounds that the worshippers, having been really cleansed, would have had no further consciousness of sin. In practice, however, the sacrifices amounted to an annual reminder of sins; for the blood of bulls and goats cannot really remove the guilt of sin.

The old system of Jewish laws gave only a dim foretaste of the good things Christ would do for us. The sacrifices under the old system were repeated again and again, year after year, but even so they could never save those who lived under their rules.
The old plan was only a hint of the good things in the new plan. Since that old “law plan” wasn’t complete in itself, it couldn’t complete those who followed it. No matter how many sacrifices were offered year after year, they never added up to a complete solution. If they had, the worshipers would have gone blissfully on their way, no longer dragged down by their sins. But instead of removing awareness of sin, when those animal sacrifices were repeated over and over they actually heightened awareness and guilt. The plain fact is that bull and goat blood can’t get rid of sin. That is what is meant by this prophecy, put in the mouth of Christ: You don’t want sacrifices and offerings year after year; you’ve prepared a body for me for a sacrifice. It’s not fragrance and smoke from the altar that whet your appetite. So I said, “I’m here to do it your way, O God, the way it’s described in your Book.” When he said, “You don’t want sacrifices and offerings,” he was referring to practices according to the old plan. When he added, “I’m here to do it your way,” he set aside the first in order to enact the new plan—God’s way—by which we are made fit for God by the once-for-all sacrifice of Jesus.
