Living Bible
3 For the policeman does not frighten people who are doing right; but those doing evil will always fear him. So if you don’t want to be afraid, keep the laws and you will get along well. 4 The policeman is sent by God to help you. But if you are doing something wrong, of course you should be afraid, for he will have you punished. He is sent by God for that very purpose. 5 Obey the laws, then, for two reasons: first, to keep from being punished, and second, just because you know you should.

Romans 13:3-5
New International Version
3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.(A) 4 For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.(B) 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.(C)
