God's Choice of Israel

I am a follower of Christ, and the Holy Spirit is a witness to my conscience. So I tell the truth and I am not lying when I say my heart is broken and I am in great sorrow. I would gladly be placed under God's curse and be separated from Christ for the good of my own people. (A) They are the descendants of Israel, and they are also God's chosen people. God showed them his glory. He made agreements with them and gave them his Law. The temple is theirs and so are the promises that God made to them. They have those famous ancestors, who were also the ancestors of the Christ.[a] I pray that God, who rules over all, will be praised forever![b] Amen.

It cannot be said that God broke his promise. After all, not all of the people of Israel are the true people of God. 7-8 (B) In fact, when God made the promise to Abraham, he meant only Abraham's descendants by his son Isaac. God was talking only about Isaac when he promised (C) Sarah, “At this time next year I will return, and you will already have a son.”

10 Don't forget what happened to the twin sons of Isaac and Rebekah. 11-12 (D) Even before they were born or had done anything good or bad, the Lord told Rebekah that her older son would serve the younger one. The Lord said this to show he makes his own choices and it wasn't because of anything either of them had done. 13 (E) That's why the Scriptures say that the Lord liked Jacob more than Esau.

14 Are we saying God is unfair? Certainly not! 15 (F) The Lord told Moses that he has pity and mercy on anyone he wants to. 16 Everything then depends on God's mercy and not on what people want or do. 17 (G) In the Scriptures the Lord says to the king of Egypt, “I let you become king, so that I could show you my power and be praised by all people on earth.” 18 Everything depends on what God decides to do, and he can either have pity on people or make them stubborn.

God's Anger and Mercy

19 Someone may ask, “How can God blame us, if he makes us behave in the way he wants us to?” 20 (H) But, my friend, I ask, “Who do you think you are to question God? Does the clay have the right to ask the potter why he shaped it the way he did? 21 (I) Doesn't a potter have the right to make a fancy bowl and a plain bowl out of the same lump of clay?”

22 (J) God wanted to show his anger and reveal his power against everyone who deserved to be destroyed. But instead, he patiently put up with them. 23 He did this by showing how glorious he is when he has pity on the people he has chosen to share in his glory. 24 Whether Jews or Gentiles, we are those chosen ones, 25 (K) just as the Lord says in the book of Hosea,

“Although they are not
my people,
    I will make them my people.
I will treat with love
those nations
    that have never been loved.

26 (L) “Once they were told,
    ‘You are not my people.’
But in that very place
they will be called
    children of the living God.”

27 (M) And this is what the prophet Isaiah said about the people of Israel,

“The people of Israel
    are as many
as the grains of sand
    along the beach.
But only a few who are left
    will be saved.
28 The Lord will be quick
    and sure to do on earth
what he has warned
    he will do.”

29 (N) Isaiah also said,

“If the Lord All-Powerful
had not spared some
    of our descendants,
we would have been destroyed
like the cities of Sodom
    and Gomorrah.”[c]

Israel and the Good News

30 What does all of this mean? It means that the Gentiles were not trying to be acceptable to God, but they found that he would accept them if they had faith. 31-32 It also means that the people of Israel were not acceptable to God. And why not? It was because they were trying[d] to be acceptable by obeying the Law instead of by having faith in God. The people of Israel fell over the stone that makes people stumble, 33 (O) just as God says in the Scriptures,

“Look! I am placing in Zion
a stone to make people
    stumble and fall.
But those who have faith
in that one will never
    be disappointed.”

10 Dear friends, my greatest wish and my prayer to God is for the people of Israel to be saved. I know they love God, but they don't understand what makes people acceptable to him. So they refuse to trust God, and they try to be acceptable by obeying the Law. But Christ makes the Law no longer necessary[e] for those who become acceptable to God by faith.

Anyone Can Be Saved

(P) Moses said a person could become acceptable to God by obeying the Law. He did this when he wrote, “If you want to live, you must do all the Law commands.”

(Q) But people whose faith makes them acceptable to God will never ask, “Who will go up to heaven to bring Christ down?” Neither will they ask, “Who will go down into the world of the dead to raise him to life?”

All who are acceptable because of their faith simply say, “The message is as near as your mouth or your heart.” And this is the same message we preach about faith. So you will be saved, if you honestly say, “Jesus is Lord,” and if you believe with all your heart that God raised him from death. 10 God will accept you and save you, if you truly believe this and tell it to others.

11 (R) The Scriptures say no one who has faith will be disappointed, 12 no matter if that person is a Jew or a Gentile. There is only one Lord, and he is generous to everyone who asks for his help. 13 (S) All who call out to the Lord will be saved.

14 How can people have faith in the Lord and ask him to save them, if they have never heard about him? And how can they hear, unless someone tells them? 15 (T) And how can anyone tell them without being sent by the Lord? The Scriptures say it is a beautiful sight to see even the feet of someone coming to preach the good news. 16 (U) Yet not everyone has believed the message. For example, the prophet Isaiah asked, “Lord, has anyone believed what we said?”

17 No one can have faith without hearing the message about Christ. 18 (V) But am I saying that the people of Israel did not hear? No, I am not! The Scriptures say,

“The message was told
    everywhere on earth.
It was announced
    all over the world.”

19 (W) Did the people of Israel understand or not? Moses answered this question when he told that the Lord had said,

“I will make Israel jealous
    of people
who are a nation
    of nobodies.
I will make them angry
    with people
who don't understand
    a thing.”

20 (X) Isaiah was fearless enough to tell that the Lord had said,

“I was found by people
who were not looking
    for me.
I appeared to the ones
who were not asking
    about me.”

21 (Y) And Isaiah said about the people of Israel,

“All day long the Lord
    has reached out
to people who are stubborn
    and refuse to obey.”

God Has Not Rejected His People

11 (Z) Am I saying that God has turned his back on his people? Certainly not! I am one of the people of Israel, and I myself am a descendant of Abraham from the tribe of Benjamin. God did not turn his back on his chosen people. Don't you remember reading in the Scriptures how Elijah complained to God about the people of Israel? (AA) He said, “Lord, they killed your prophets and destroyed your altars. I am the only one left, and now they want to kill me.”

(AB) But the Lord told Elijah, “I still have 7,000 followers who have not worshiped Baal.” It is the same way now. God treated the people of Israel with undeserved grace, and so a few of them are still his followers. This happened because of God's undeserved kindness and not because of anything they have done. It could not have happened except for God's gift of undeserved grace.

This means that only a chosen few of the people of Israel found what all of them were searching for. And the rest of them were stubborn, (AC) just as the Scriptures say,

“God made them so stupid
    that their eyes are blind,
and their ears
    are still deaf.”

(AD) Then David said,

“Turn their meals
    into bait for a trap,
so that they will stumble
and be given
    what they deserve.
10 Blindfold their eyes!
    Don't let them see.
Bend their backs
beneath a burden
    that will never be lifted.”

Gentiles Will Be Saved

11 Do I mean that the people of Israel fell, never to get up again? Certainly not! Their failure made it possible for the Gentiles to be saved, and this will make the people of Israel jealous. 12 But if the rest of the world's people were helped so much by their sin and loss, they will be helped even more by their full return.

13 I am now speaking to you Gentiles, and as long as I am an apostle to you, I will take pride in my work. 14 I hope in this way to make some of my own people jealous enough to be saved. 15 When Israel rejected God,[f] the rest of the people in the world were able to turn to him. So when God makes friends with Israel, it will be like bringing the dead back to life. 16 If part of a batch of dough is made holy by being offered to God, then all of the dough is holy. If the roots of a tree are holy, the rest of the tree is holy too.

17 You Gentiles are like branches of a wild olive tree made to be part of a cultivated olive tree. You have taken the place of some branches that were cut away from it. And because of this, you enjoy the blessings that come from being part of that cultivated tree. 18 But don't think you are better than the branches that were cut away. Just remember you are not supporting the roots of this tree. Its roots are supporting you.

19 Maybe you think those branches were cut away, so you could be put in their place. 20 That's true enough. But they were cut away because they did not have faith, and you are where you are because you do have faith. So don't be proud, but be afraid. 21 If God cut away those natural branches, couldn't he do the same to you?

22 Now you see both how kind and how hard God can be. He was hard on those who fell, but he was kind to you. And he will keep on being kind to you, if you keep on trusting in his kindness. Otherwise, you will be cut away too.

23 If those other branches will start having faith, they will be made a part of that tree again. God has the power to put them back. 24 After all, it wasn't natural for branches to be cut from a wild olive tree and to be made part of a cultivated olive tree. So it is much more likely that God will join the natural branches back to the cultivated olive tree.

The People of Israel Will Be Brought Back

25 My friends, I don't want you Gentiles to be too proud of yourselves. So I will explain the mystery of what has happened to the people of Israel. Some of them have become stubborn, and they will stay like that until the complete number of you Gentiles has come in. 26 (AE) In this way all of Israel will be saved, as the Scriptures say,

“From Zion someone will come
    to rescue us.
Then Jacob's descendants
    will stop being evil.
27 (AF) This is what the Lord
    has promised to do
when he forgives their sins.”

28 The people of Israel are treated as God's enemies, so the good news can come to you Gentiles. But they are still the chosen ones, and God loves them because of their famous ancestors. 29 God doesn't take back the gifts he has given or disown the people he has chosen.

30 At one time you Gentiles rejected God. But now Israel has rejected God, and you have been shown mercy. 31 And because of the mercy shown to you, they will also be shown mercy. 32 All people have disobeyed God, and that's why he treats them as prisoners. But he does this, so that he can have mercy on all of them.

33 (AG) Who can measure the wealth and wisdom and knowledge of God? Who can understand his decisions or explain what he does?

34 (AH) “Has anyone known
the thoughts of the Lord
    or given him advice?
35 (AI) Has anyone loaned
something to the Lord
    that must be repaid?”

36 (AJ) Everything comes from the Lord. All things were made because of him and will return to him. Praise the Lord forever! Amen.

Paul’s Anguish Over Israel

I speak the truth in Christ—I am not lying,(A) my conscience confirms(B) it through the Holy Spirit— I have great sorrow and unceasing anguish in my heart. For I could wish that I myself(C) were cursed(D) and cut off from Christ for the sake of my people,(E) those of my own race,(F) the people of Israel.(G) Theirs is the adoption to sonship;(H) theirs the divine glory,(I) the covenants,(J) the receiving of the law,(K) the temple worship(L) and the promises.(M) Theirs are the patriarchs,(N) and from them is traced the human ancestry of the Messiah,(O) who is God over all,(P) forever praised![a](Q) Amen.

God’s Sovereign Choice

It is not as though God’s word(R) had failed. For not all who are descended from Israel are Israel.(S) Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[b](T) In other words, it is not the children by physical descent who are God’s children,(U) but it is the children of the promise who are regarded as Abraham’s offspring.(V) For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”[c](W)

10 Not only that, but Rebekah’s children were conceived at the same time by our father Isaac.(X) 11 Yet, before the twins were born or had done anything good or bad(Y)—in order that God’s purpose(Z) in election might stand: 12 not by works but by him who calls—she was told, “The older will serve the younger.”[d](AA) 13 Just as it is written: “Jacob I loved, but Esau I hated.”[e](AB)

14 What then shall we say?(AC) Is God unjust? Not at all!(AD) 15 For he says to Moses,

“I will have mercy on whom I have mercy,
    and I will have compassion on whom I have compassion.”[f](AE)

16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(AF) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[g](AG) 18 Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.(AH)

19 One of you will say to me:(AI) “Then why does God still blame us?(AJ) For who is able to resist his will?”(AK) 20 But who are you, a human being, to talk back to God?(AL) “Shall what is formed say to the one who formed it,(AM) ‘Why did you make me like this?’”[h](AN) 21 Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?(AO)

22 What if God, although choosing to show his wrath and make his power known, bore with great patience(AP) the objects of his wrath—prepared for destruction?(AQ) 23 What if he did this to make the riches of his glory(AR) known to the objects of his mercy, whom he prepared in advance for glory(AS) 24 even us, whom he also called,(AT) not only from the Jews but also from the Gentiles?(AU) 25 As he says in Hosea:

“I will call them ‘my people’ who are not my people;
    and I will call her ‘my loved one’ who is not my loved one,”[i](AV)

26 and,

“In the very place where it was said to them,
    ‘You are not my people,’
    there they will be called ‘children of the living God.’”[j](AW)

27 Isaiah cries out concerning Israel:

“Though the number of the Israelites be like the sand by the sea,(AX)
    only the remnant will be saved.(AY)
28 For the Lord will carry out
    his sentence on earth with speed and finality.”[k](AZ)

29 It is just as Isaiah said previously:

“Unless the Lord Almighty(BA)
    had left us descendants,
we would have become like Sodom,
    we would have been like Gomorrah.”[l](BB)

Israel’s Unbelief

30 What then shall we say?(BC) That the Gentiles, who did not pursue righteousness, have obtained it, a righteousness that is by faith;(BD) 31 but the people of Israel, who pursued the law as the way of righteousness,(BE) have not attained their goal.(BF) 32 Why not? Because they pursued it not by faith but as if it were by works. They stumbled over the stumbling stone.(BG) 33 As it is written:

“See, I lay in Zion a stone that causes people to stumble
    and a rock that makes them fall,
    and the one who believes in him will never be put to shame.”[m](BH)

10 Brothers and sisters, my heart’s desire(BI) and prayer to God for the Israelites is that they may be saved. For I can testify about them that they are zealous(BJ) for God, but their zeal is not based on knowledge. Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness.(BK) Christ is the culmination of the law(BL) so that there may be righteousness for everyone who believes.(BM)

Moses writes this about the righteousness that is by the law: “The person who does these things will live by them.”[n](BN) But the righteousness that is by faith(BO) says: “Do not say in your heart, ‘Who will ascend into heaven?’”[o](BP) (that is, to bring Christ down) “or ‘Who will descend into the deep?’”[p](BQ) (that is, to bring Christ up from the dead).(BR) But what does it say? “The word is near you; it is in your mouth and in your heart,”[q](BS) that is, the message concerning faith that we proclaim: If you declare(BT) with your mouth, “Jesus is Lord,”(BU) and believe(BV) in your heart that God raised him from the dead,(BW) you will be saved.(BX) 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. 11 As Scripture says, “Anyone who believes in him will never be put to shame.”[r](BY) 12 For there is no difference between Jew and Gentile(BZ)—the same Lord is Lord of all(CA) and richly blesses all who call on him, 13 for, “Everyone who calls on the name of the Lord(CB) will be saved.”[s](CC)

14 How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them? 15 And how can anyone preach unless they are sent? As it is written: “How beautiful are the feet of those who bring good news!”[t](CD)

16 But not all the Israelites accepted the good news.(CE) For Isaiah says, “Lord, who has believed our message?”[u](CF) 17 Consequently, faith comes from hearing the message,(CG) and the message is heard through the word about Christ.(CH) 18 But I ask: Did they not hear? Of course they did:

“Their voice has gone out into all the earth,
    their words to the ends of the world.”[v](CI)

19 Again I ask: Did Israel not understand? First, Moses says,

“I will make you envious(CJ) by those who are not a nation;
    I will make you angry by a nation that has no understanding.”[w](CK)

20 And Isaiah boldly says,

“I was found by those who did not seek me;
    I revealed myself to those who did not ask for me.”[x](CL)

21 But concerning Israel he says,

“All day long I have held out my hands
    to a disobedient and obstinate people.”[y](CM)

The Remnant of Israel

11 I ask then: Did God reject his people? By no means!(CN) I am an Israelite myself, a descendant of Abraham,(CO) from the tribe of Benjamin.(CP) God did not reject his people,(CQ) whom he foreknew.(CR) Don’t you know what Scripture says in the passage about Elijah—how he appealed to God against Israel: “Lord, they have killed your prophets and torn down your altars; I am the only one left, and they are trying to kill me”[z]?(CS) And what was God’s answer to him? “I have reserved for myself seven thousand who have not bowed the knee to Baal.”[aa](CT) So too, at the present time there is a remnant(CU) chosen by grace.(CV) And if by grace, then it cannot be based on works;(CW) if it were, grace would no longer be grace.

What then? What the people of Israel sought so earnestly they did not obtain.(CX) The elect among them did, but the others were hardened,(CY) as it is written:

“God gave them a spirit of stupor,
    eyes that could not see
    and ears that could not hear,(CZ)
to this very day.”[ab](DA)

And David says:

“May their table become a snare and a trap,
    a stumbling block and a retribution for them.
10 May their eyes be darkened so they cannot see,(DB)
    and their backs be bent forever.”[ac](DC)

Ingrafted Branches

11 Again I ask: Did they stumble so as to fall beyond recovery? Not at all!(DD) Rather, because of their transgression, salvation has come to the Gentiles(DE) to make Israel envious.(DF) 12 But if their transgression means riches for the world, and their loss means riches for the Gentiles,(DG) how much greater riches will their full inclusion bring!

13 I am talking to you Gentiles. Inasmuch as I am the apostle to the Gentiles,(DH) I take pride in my ministry 14 in the hope that I may somehow arouse my own people to envy(DI) and save(DJ) some of them. 15 For if their rejection brought reconciliation(DK) to the world, what will their acceptance be but life from the dead?(DL) 16 If the part of the dough offered as firstfruits(DM) is holy, then the whole batch is holy; if the root is holy, so are the branches.

17 If some of the branches have been broken off,(DN) and you, though a wild olive shoot, have been grafted in among the others(DO) and now share in the nourishing sap from the olive root, 18 do not consider yourself to be superior to those other branches. If you do, consider this: You do not support the root, but the root supports you.(DP) 19 You will say then, “Branches were broken off so that I could be grafted in.” 20 Granted. But they were broken off because of unbelief, and you stand by faith.(DQ) Do not be arrogant,(DR) but tremble.(DS) 21 For if God did not spare the natural branches, he will not spare you either.

22 Consider therefore the kindness(DT) and sternness of God: sternness to those who fell, but kindness to you, provided that you continue(DU) in his kindness. Otherwise, you also will be cut off.(DV) 23 And if they do not persist in unbelief, they will be grafted in, for God is able to graft them in again.(DW) 24 After all, if you were cut out of an olive tree that is wild by nature, and contrary to nature were grafted into a cultivated olive tree,(DX) how much more readily will these, the natural branches, be grafted into their own olive tree!

All Israel Will Be Saved

25 I do not want you to be ignorant(DY) of this mystery,(DZ) brothers and sisters, so that you may not be conceited:(EA) Israel has experienced a hardening(EB) in part until the full number of the Gentiles has come in,(EC) 26 and in this way[ad] all Israel will be saved.(ED) As it is written:

“The deliverer will come from Zion;
    he will turn godlessness away from Jacob.
27 And this is[ae] my covenant with them
    when I take away their sins.”[af](EE)

28 As far as the gospel is concerned, they are enemies(EF) for your sake; but as far as election is concerned, they are loved on account of the patriarchs,(EG) 29 for God’s gifts and his call(EH) are irrevocable.(EI) 30 Just as you who were at one time disobedient(EJ) to God have now received mercy as a result of their disobedience, 31 so they too have now become disobedient in order that they too may now[ag] receive mercy as a result of God’s mercy to you. 32 For God has bound everyone over to disobedience(EK) so that he may have mercy on them all.

Doxology

33 Oh, the depth of the riches(EL) of the wisdom and[ah] knowledge of God!(EM)
    How unsearchable his judgments,
    and his paths beyond tracing out!(EN)
34 “Who has known the mind of the Lord?
    Or who has been his counselor?”[ai](EO)
35 “Who has ever given to God,
    that God should repay them?”[aj](EP)
36 For from him and through him and for him are all things.(EQ)
    To him be the glory forever! Amen.(ER)
